REEGLID
Rahvusvaheline noorte jalgpalliturniir Volta Cup järgib rahvusvahelisi FIFA mängureegleid.
NB! Kui FIFA reeglites ja Volta Cup turniiri reglemendis leidub vastuolulisi väiteid, kehtib turniiri juhendis öeldu.
I Vanemate mängijate kasutamine turniiril
Turniiril võib poiste vanuseklassides, kus mängitakse 11v11 osaleda ühes võistkonnas maksimaalselt kuni 3 vanemat mängijat, kes on sündinud hiljem, kui eelneva aasta 1. augustil.
Vanuseklassides, kus mängitakse 7v7, 8v8, 9vs9 on ühes võistkonnas lubatud osaleda maksimaalselt kuni 2 mängijat, kes on sündinud hiljem, kui eelneva aasta 1. augustil.
Näiteks: 2008. aasta sündinud poiste vanuseklassis võib kaasa teha ühe võistkonna eest 2 mängijat, kes on sündinud hiljem kui 1.08.2007.
II Mängijate osalemine mitmes võistkonnas
Volta Cup noorte jalgpalliturniiril pole mängijatel ühel nädalavahetusel lubatud mängida rohkem, kui ühes vanuseklassis. Juhul kui eiratakse reeglit, diskvalifitseeritakse mängija turniirilt ning reeglit rikkunud võistkonna mäng tühistatakse. Turniiri tabelisse märgitakse tulemus -/+ võistkonna kahjuks.
III Staadion
Volta Cup mängud toimuvad Tallinnas Sõle tn. jalgpallihallis (Sõle tn 40).
Turniiril peetavaid mänge mängitakse kunstmurul.
NB! Turniiri korraldajatel on õigus teha turniiri ajal muudatusi ajakavades!
IV Turniiri süsteem
Volta Cup on jagatud alagrupiturniiriks ja play-offiks või mängitakse vähemate osalejate puhul alagrupiturniir.
Alagrupiturniiril play-off süsteemiga jagatakse võistkonnad 4- kuni 5-liikmelistesse alagruppidesse, kus kõik võistkonnad mängivad omavahel ühe korra läbi. Alagrupis peetav mäng annab võidu puhul tabelisse 3 punkti, viigi korral 1 punkti ning kaotuse korral 0 punkti.
Alagrupis võrdsete punktide korral määrab lõpliku paremuse:
- omavaheline mäng
- üldine väravatevahe
- löödud väravate arv
- distsiplinaarkaristused
a) mängudest loobumine, tulemuse tühistamine
b) punased kaardid - loos
Play-off süsteemis mängitakse Volta Cup turniiril välja kõik kohad. Iga vanuseklassi kohamängude süsteem tehakse korraldajate poolt teatavaks 1 nädal enne turniiri algust.
V Penaltid
Play-off’is (kohamängudes) ja finaalis viiki jäänud mängudele järgnevad mänguaja lõppedes kohe penaltid. Lisaaega turniiri mängudes ei rakendata.
Vanuseklassides löödavate penaltite arv:
kõikides vanuserühmades lüüakse 3 penaltit.
VI Protest
Protest on suunatud mängutulemuse kehtivuse vastu. Protest põhineb mõne mängija osalemise õigustatusel, reeglite olulisel rikkumisel kohtuniku poolt või mõnel muul vahejuhtumil, mis mängutulemust mõjutas.
Protesti peab esitama kirjalikult meeskonna esindaja (isik, kes on määratud registreerimislehel võistkonna juhiks) poolt, mitte hiljem, kui 30 minutit peale protestitava mängu lõppu.
Üldine protest kogu vastasvõistkonna vastu ei ole aktsepteeritud.
Protesti esitamine kollase või punase kaardi näitamise vastu või pärast kahe kaardi näitamist mänguväljakult eemaldamise vastu on lubatud ainult juhul, kui kohtunik eksis vastava mängija isiku suhtes.
Protesti menetlemise tasu on 75 EUR. Summa tagastatakse täies ulatuses, kui protest rahuldatakse.
VII Žürii
Võimalikud erimeelsused ja protestid lahendab 3-liikmeline žürii. Žürii koosneb turniiri peakohtunikust ja kahest turniiri peakorraldajast.
NB! Žürii lõplik otsus edasikaebamisele ei kuulu!
VIII Kohtunikud
Kõik kohtunikud on tunnustatud Eesti Jalgpalli Liidu poolt või turniiri peakohtuniku poolt.
IX Loobumiskaotused
Kui väljakul ei ole vähemalt 7 mängijat (vanusegrupid 11v11) ja 5 mängijat (vanusegrupid 7v7 ja 8v8, 9vs9). 5 minutit peale ametliku mänguaja algust, kantakse turniiri tabelisse +/- kaotus.
X Auhinnad
I, II ja III koha saavutanud võistkondi autasustatakse karikate ja medalitega.
XI Meditsiin/arstiabi
Jalgpalliturniiri Volta Cup korraldajad ei võta vastutust jalgpalliturniiri ajal tekkivate vigastuste eest. Võistkondadel on kohustus ise tagada tekkivate mängutraumade olukordade lahendamine. Võimalusel abistavad jalgpalliturniiri korraldajad meditsiiniliste oskustega.
XII Hoiatused ja eemaldamised
Mänguväljakult eemaldatud mängija on diskvalifitseeritud üheks järgmiseks antud turniiril Volta Cup peetavaks mänguks.
NB! Mängu teenindaval kohtunikul on õigus nõuda diskvalifitseeritud mängijale karmimat karistust. Kohtunik peab esitama vastava kirjaliku avalduse turniiri peakohtunikule, kes teeb lõpliku otsuse. Turniiri peakohtuniku langetatud otsus on lõplik ja ei kuulu edasikaebamisele.
Otsusest antakse teada võistkonna esindajale, kes on märgitud registreerimislehel antud lahtrisse.
XIII Ausa mängu tunnustamine
Ausa mängu tunnustamiseks soovitatakse mängijatel ülesrivistuse järel, enne mängu algust ning pärast mängu lõpuvilet kätelda vastasmängijate ja kohtunikuga.
XIV Mängupallid
Volta Cup kannavad kõik turniirimängudes kasutatavad pallid märget “FIFA APPROVED” või “FIFA INSPECTED”
TURNIIRI OSAVÕTUTASU
Turniiri Volta Cup 2022 osavõtutasu registreerinud võistkonnale on:
- 2007 vanusegrupis – 250 EUR
- 2010 – 2012 vanusegrupis – 200 EUR
VOLTA CUP
RULES
The international youth football tournament Volta Cup shall follow the international laws of the game provided by FIFA.
NB! If there are conflicting claims in the FIFA rules and in the Volta Cup rules and regulations, the tournament guide shall apply.
In the all the 11v11 girls and boys age groups it is allowed to use in one team up to 3 older players, who have been born later than 1 August the prior year.
In all the other girls and boys age groups it is allowed to use in one team up to 2 older players, who have been born later than 1 August the prior year.
For example: In the boys’ age group 2008, it is allowed to have in one team 2 older players, who have been born later than 1.08.2007.
I Players participating in several teams
During the youth football tournament Volta Cup, it is not allowed for the players to play in more than one team in the same age group. If this rule is ignored, the player will be disqualified from the tournament and the game of the violating team will be cancelled. The result -/+ will be noted in the tournament chart and this means that the other team has won.
II Stadiums
Volta Cup matches will be held in Tallinn. The matches of the tournament will be played in Sõle indoor cuppel hall on artificial turf (address Sõle street 40).
Tournament organizers reserve the right to make changes in the time schedules during the tournament!
III Tournament system
Volta Cup is divided into two phases: subgroup tournaments and playoffs.
In the subgroup tournaments, the teams are divided into subgroups of 4-5 teams, where all teams will play against each other once. In the matches held during the subgroup tournament, a victory gives each team 3 points, a draw game 1 point and loss 0 points.
If some teams get equal scores in subgroups, the final ranking will be decided according to:
- match between each other
- overall goal difference
- number of goals
- disciplinary actions
a) abandoned matches, cancellation of results
b) red cards - drawing lots
All places in the Volta Cup tournament will be determined in the playoff system. The playoff system for each age group will be announced by the organizers one week before the tournament begins.
IV Penalties
During the playoff and final match, if the match ends with a draw after the end of match time, the teams have to start shooting penalties immediately. There will be no extra time during the tournament matches.
The number of penalties in each age group:
All age groups will decide the match with 3 penalties.
V Protest
A protest is directed against the validity of the result of the match. A protest has to be based on that whether the player has right to participate or not, on serious violation of the rules by the referee or on some other incident that affected the result of the match.
The protest must be submitted in writing by a team representative (a person who has been designated on the registration form as team leader) no later than 30 minutes after the end of the protested match.
A general protest against the whole opposing team is not acceptable.
Protest against the yellow or red card or against the removal of player from the field after the referee has showed two cards, is only allowed if referee made a mistake against thecorresponding player.
Protest processing fee is 75 EUR. This amount will be refunded if the protest is successful.
VI Jury
The possible disagreements and protests will be solved by a three-member jury. The jury includes the head referee and two head organizers of the tournament.
NB! Jury’s final decision cannot be appealed!
VII Referees
All the referees are accepted by the Estonian Football Association or the head referee of the tournament.
VIII Defaulters
If on the football field there is not at least 7 players (age groups with 11v11) or 5 players (age groups 7v7, 8v8, 9vs9) then in 5 minutes after the start of official match time, a +/- loss will be entered into the tournament table.
IX Awards
The teams having won the first, second and third place will be awarded with trophies and medals.
X Medicine/medical aid
The organizers of Volta Cup football tournament will not take any responsibility for injuries, which happen during the football tournament. Teams have an obligation to ensure that all trauma situations will be resolved.
If possible, the football tournament organizers will assist with their medical skills.
XI Warnings and removals
A player removed from the field will be disqualified for the next match held in Volta Cup tournament.
NB! The referee, who serves the match, has the right to demand harsher punishment for the disqualified player. The referee must submit a written application to the tournament head referee, who makes the final decision. The decision of the head referee is final and cannot be appealed.
The decision will be notified to the team representative specified on the registration form.
XII Recognition of fair play
For the recognition of fair play it is recommended that players shake hands with the opposing players and referee right after the line-up (before the match starts) and after the final whistle.
XIII Warranty
By participation in Volta Cup football tournament, the team confirms being aware of all the rules of the tournament.
XIV Balls used in matches
All the balls used during the Volta Cup have a marking “FIFA APPROVED” or “FIFA INSPECTED”.
